On Friday, August 22, 2003, Governor Bill Richardson announced his endorsement of the New Mexico Renewable Portfolio Standard, which requires investor owned utilities to provide 10% renewable energy in their power mix by 2011. CCAE views this as a crucial and momentous development for the progress of renewable energy in our state, and in fact the United States as a whole. His endorsement will allow our Attorney General and the Secretary of Energy to defend the RPS against a challenge in State Supreme Court by El Paso Electric (significantly, no New Mexico based utility has challenged the RPS). We applaud the Governor for his decision, and look forward to similar developments in coming years.
