PNM's 2007 RPS Procurement Plan
PNM has proposed two primary new things in their 2007 plan:
- To enter into an agreement to purchase power from a 32 MW biomass plant to be built near Estancia, New Mexico.
- To eliminate the annual cap on their small PV program, which is currently met for 2006.
The second item is very important for distributed solar in New Mexico: This is the program by which PNM pays net-metered PV system owners $.13/kWh for their solar RECs (Renewable Energy Credits), above and beyond net-metering. The program is currently capped (by the PRC) at 90 kilowatts of new capacity per year. An annual cap of 90 kw per year is proving to be too small, at least right now. The PRC Staff has responded that they may support this, but want additional information from PNM first.
A related issue to this is the total size of the program, which we feel will also probably need to be increased. We encourage people to contact their Commissioner about this and request that the Commission approve a strong program, such that something like at least 10 megawatts can be added in the coming five years or so.
